IEC and UL are not competing approval marks. The International Electrotechnical Commission (IEC) publishes international standards and operates conformity-assessment systems through IEC CA, including the IECEE CB Scheme. UL standards define product requirements used extensively in North America, while UL Solutions provides testing and certification services. A product tested to an IEC standard is not automatically UL Listed, and UL certification does not by itself establish European Union conformity.

The table describes the systems at a high level. It does not imply that every IEC-standard product requires third-party certification or that UL Solutions is the only Nationally Recognized Testing Laboratory (NRTL) in the United States.
Five Layers That Buyers Must Keep Separate
Many specification errors occur because a standard number, laboratory report, legal mark, installation code, and project approval are treated as the same thing. They are separate layers.

An engineer therefore cannot answer “IEC or UL?” from the equipment name alone. The answer depends on the destination, product category, use within the system, certification route, and installation authority.
What “IEC Compliant” Can and Cannot Mean
An IEC publication is a technical standard, not a product certificate. A supplier may use “designed to IEC,” “tested to IEC,” or “complies with IEC,” but those phrases provide different levels of evidence.
- Designed to IEC is a design statement. Ask what clauses and editions were used and whether testing was completed.
- Tested to IEC should be supported by a report identifying the model, standard edition, test laboratory, samples, test sequence, and results.
- IECEE CB certified generally refers to a CB Test Certificate and associated CB Test Report issued within the IECEE CB Scheme for the applicable product category and standard. Verify the certificate, model coverage, national differences, and report.
- National certification based on an IEC standard may add country-specific requirements and a national mark. It is not automatically identical to a CB certificate.
The IECEE CB Scheme facilitates the use of accepted test results among participating certification bodies. It is a market-access mechanism, not a universal license to sell or install a product in every participating country. National deviations, legislation, marking, documentation, and local acceptance can still apply.
What UL Listed, UL Recognized, and NRTL Mean
“UL approved” is too vague for a technical specification. Use the certification term that appears in the product record and marking.
UL Listed or UL Certified end product
This status applies to an end product evaluated for a defined product category and use. Verify the exact model, certification record, standard, ratings, and installation limitations. A mark on an advertisement or an unrelated model is not evidence for the item being purchased.
UL Recognized Component
A UL Recognized Component is intended to be built into a larger end product. Its use is governed by conditions, ratings, and installation limitations often described as Conditions of Acceptability. Recognition does not make the component a Listed end product, and a panel assembled entirely from Recognized Components is not automatically a UL Listed panel.
NRTL certification
In the United States, the Occupational Safety and Health Administration (OSHA) recognizes private-sector NRTLs to test and certify products within defined scopes. OSHA explains that proper certification generally requires the NRTL’s registered certification mark, a product covered by a recognized test standard, and certification issued from a recognized site. UL Solutions is one NRTL; an engineering specification should state the required standard and acceptance route rather than incorrectly requiring one laboratory name unless the project has a justified requirement.
CE Marking Is Not an IEC or UL Certificate
CE marking belongs to the European Union regulatory framework. The manufacturer identifies applicable legislation, completes the required conformity assessment, prepares technical documentation, issues the EU Declaration of Conformity, and affixes the mark. Some products or conformity modules require a notified body; others permit manufacturer assessment.
The European Commission explicitly states that CE marking is not an approval of product safety by the EU or another authority. It also does not establish UL certification or satisfy U.S. NRTL requirements. Conversely, a UL mark does not replace the manufacturer’s obligations under applicable EU legislation.
This distinction matters during procurement. “CE + IEC” may be an appropriate part of an EU evidence package, but the buyer still needs the applicable legislation, harmonized standards where used, declaration, technical documentation availability, model identity, and importer responsibilities.
IEC and UL Product Standards: Comparison Starting Points
The following table is a navigation map, not an equivalence or substitution table. The standards can differ in scope, terminology, test sequence, rating method, installation assumptions, and certification practice.

Why the Same Number on Two Nameplates May Not Mean the Same Performance
Two devices may both show the same voltage, current, or fault-current number while being evaluated under different assumptions. A comparison must start with the exact parameter definition and test standard.
Breaking capacity terminology
IEC 60947-2 uses parameters such as ultimate short-circuit breaking capacity (Icu) and service short-circuit breaking capacity (Ics). A UL 489 circuit breaker uses an interrupting rating within its certification and application framework. A buyer should not translate Icu = 10 kA directly into “UL 10 kAIC” without confirming the standard, voltage, test conditions, pole configuration, and certification record.
Utilization categories and application ratings
IEC contactor selection commonly uses utilization categories such as AC-1 and AC-3. North American motor-control selection also depends on horsepower ratings, full-load current, locked-rotor behavior, enclosure type, and installation requirements. Equal continuous-current markings do not establish equal motor-duty suitability.
Spacing and construction
Clearance, creepage distance, pollution degree, overvoltage category, insulation system, field-wiring terminals, enclosure construction, and component conditions can be evaluated differently. A component that passes its own product standard may still be unsuitable inside an assembly if the required spacing, temperature rise, short-circuit current rating, or installation condition is not maintained.
Test sequence and post-test condition
Standards may differ in the number of samples, conditioning, calibration, fault-current waveform, power factor or time constant, operation sequence, dielectric checks, and required condition after testing. This is why “both were tested at 10 kA” is not enough to claim equivalence.
A Six-Step IEC/UL Procurement Verification Process
Use the following process before approving an electrical component or assembly for a project.
1. Fix the target market and installation authority
Record the destination country, end-user standard, utility requirements, installation code, and expected AHJ. A global machine may need different configurations or certifications for different destinations.
2. Define the product’s actual function
State whether the item is branch-circuit protection, supplementary protection, isolation, motor control, power distribution, surge protection, or an assembly. Similar-looking devices can belong to different product categories.
3. Identify the applicable standard and edition
Do not specify “IEC certified” or “UL standard” alone. Record the full standard number, applicable part, edition or project-required revision, national adoption where relevant, and ratings required by the system.
4. Specify the evidence type
Decide whether the project requires a declaration, accredited test report, IECEE CB certificate and report, national mark, NRTL certification, UL Listed end product, or Recognized Component status. Match the evidence to the market and product role.
5. Verify the exact model and conditions
Check that the document covers the manufacturer, factory where relevant, product category, model or series, voltage, current, poles, frequency, environmental rating, accessories, and intended use. For Recognized Components, review the Conditions of Acceptability. Use official certificate directories where available rather than relying on a logo in a catalog.
6. Verify the completed assembly and installation
Component compliance does not automatically establish panel, switchboard, machine, or system compliance. Confirm assembly-level design verification, short-circuit rating, protection coordination, wiring, enclosure, labeling, and final AHJ or customer acceptance.

Four Practical Scenarios
IEC-tested MCB proposed for a U.S. branch circuit
An IEC 60898-1 or IEC 60947-2 test report does not by itself establish that the breaker is listed for branch-circuit protection under U.S. requirements. Verify the applicable NEC requirement, NRTL certification category, UL 489 status, interrupting rating, panel compatibility, and AHJ acceptance.
UL Recognized contactor installed in an industrial control panel
Recognition can support panel certification, but the contactor must be used within its Conditions of Acceptability. The completed panel still requires the appropriate design, component selection, short-circuit current rating, construction, marking, and certification path. Component recognition is not panel listing.
UL Listed component used in an IEC 61439 assembly
The component’s UL certification does not prove the assembly conforms to IEC 61439. The assembly manufacturer must address the applicable IEC 61439 verification requirements and the component’s performance within that assembly.
One product sold in both the EU and North America
A dual-market product may need separate technical evidence and markings. The EU route starts with applicable legislation and the manufacturer’s conformity obligations; the North American route may require certification by an NRTL to the applicable product standard plus code-compliant installation. Shared test data can sometimes reduce duplicated work, but it does not erase regional requirements.
Common IEC vs UL Specification Errors
- Writing “IEC certified” without naming the certificate scheme, certification body, standard, report, and model.
- Treating CE marking as third-party product approval or U.S. workplace acceptance.
- Accepting a UL logo in a brochure without verifying the exact certification record and product category.
- Using a UL Recognized Component as if it were a Listed standalone product.
- Assuming that standards with similar product titles have equivalent tests or ratings.
- Approving components but failing to verify the completed panel or assembly.
- Copying a standard number without checking the applicable part, edition, national deviations, or project specification.

Is IEC certification accepted in the United States?
Not automatically. An IEC test report or IECEE CB certificate can be valuable technical evidence, but U.S. workplace and installation requirements may require certification by an OSHA-recognized NRTL to an applicable U.S. product standard. The NEC, product category, listing and labeling, and AHJ decision also matter.
Is UL stricter than IEC?
There is no defensible universal answer. The systems use different scopes, test methods, rating conventions, installation assumptions, and conformity routes. One requirement may be more demanding for a particular test while another standard may address the application differently. Compare clause-level requirements for the exact product and use.
Does a CB certificate equal UL Listing?
No. An IECEE CB Test Certificate supports acceptance of test results within the CB Scheme and can facilitate national certification. UL Listing or another NRTL certification is a separate status with its own product category, standard, mark, and follow-up requirements.
Can a product carry both IEC-based and UL certifications?
Yes, when it has been separately evaluated and documented for the applicable requirements. Verify each certificate and mark independently. Do not infer dual certification from a dual-rated nameplate or a supplier statement.
Do UL components make an IEC or UL panel compliant?
No. Suitable certified components help, but the completed assembly has its own construction, rating, verification, and certification requirements. Component selection is one input to assembly compliance, not the final result.
Specification Rule to Keep
Do not ask only, “Is this IEC or UL?” Ask five more precise questions:
- What market and installation code apply?
- What exact function and product category does the device serve?
- What standard, part, and edition govern it?
- What model-specific evidence and certification status are required?
- What assembly-level verification and final acceptance remain?
