A панель is a front-access electrical distribution assembly that divides an incoming feeder into protected outgoing circuits. It normally combines busbars, overcurrent protective devices, connection points, and an enclosure or cabinet into one coordinated assembly.
In North American projects, панель is a defined product category commonly evaluated to UL 67 and applied under the National Electrical Code (NEC). In IEC markets, equipment serving a similar purpose may be specified as a распределительный щит, but the names are not automatically interchangeable. The applicable assembly standard, ratings, access arrangement, and product documentation still have to be checked.
The key point is that a panelboard is more than a collection of breakers. Its suitability depends on the complete assembly—including the bus structure, enclosure, installed devices, wiring system, short-circuit current rating, and approved combinations.
Where Does a Panelboard Sit in an Electrical System?
A panelboard usually receives power from an upstream transformer, service equipment, switchboard, or switchgear lineup. It then divides that supply into feeders or branch circuits serving lighting, receptacles, HVAC equipment, machinery, or smaller distribution points.
The arrangement is commonly understood as:
Source or transformer → service/distribution equipment → panelboard → protected outgoing circuits → loads
The exact hierarchy varies by project. A small installation may use one panelboard near the service entrance, while a larger facility may have switchgear or a switchboard feeding several panelboards on different floors or production zones.
This system position explains the panelboard’s main job: it provides an organized point for distributing power and applying overcurrent protection to multiple outgoing circuits. It does not perform every function found in switchgear, an automatic transfer switch, or an industrial control panel.
Main Components of a Panelboard
Although construction varies, the following functional elements are common.

How a Panelboard Distributes and Protects Power
Power enters through the main terminals or integral main device and reaches the phase busbars. Each installed branch device connects an outgoing circuit to the appropriate bus position. When an outgoing circuit experiences an overcurrent within the protective device’s operating characteristics, that device opens its circuit while the remainder of the panelboard can remain energized.
This selective organization is useful, but it should not be confused with guaranteed selective coordination. Whether only the nearest protective device operates depends on the actual upstream and downstream devices, available fault current, settings, time-current characteristics, and applicable project requirements.
The panelboard also does not automatically provide every protective function. Ground-fault, arc-fault, residual-current, surge, or control functions exist only when the specified assembly and installed equipment provide them.
Panelboard Ratings: Read the Assembly Nameplate First
The rating printed on an individual circuit breaker does not establish the rating of the complete panelboard. UL’s Panelboard Application Guide treats voltage, current, short-circuit current rating, enclosure, conductors, field-installed equipment, and main-device arrangements as assembly-level suitability questions.
Use the nameplate and manufacturer documentation to verify at least the following:

One especially important distinction is interrupting rating versus SCCR. A branch breaker’s interrupting rating describes that device’s ability to interrupt fault current under defined conditions. The panelboard SCCR applies to the complete assembly and may be limited by the lowest-rated installed device or by a specific tested combination. A higher-rated breaker does not, by itself, upgrade the assembly.
Panelboard vs Load Center, Distribution Board, Switchboard, and Switchgear
These terms overlap in everyday conversation, but they do not describe one universally interchangeable product.

IEC 61439-3:2024 specifically addresses certain low-voltage distribution boards intended to be operated by ordinary persons. That is not a universal synonym for every North American panelboard. A global project should identify the applicable market, installation code, assembly standard, user access category, and certification evidence instead of translating the label alone.
Common Panelboard Configuration Decisions
Main Breaker or Main Lug Only
A main-breaker panelboard includes an integral main protective and disconnecting device. A main-lug-only (MLO) panelboard receives power directly at its main terminals and normally relies on a suitable upstream device for overcurrent protection and disconnection.

Single-Phase or Three-Phase
The phase and wire configuration must match both the source and the loads. Single-phase panelboards are common where most loads are single-phase. Three-phase panelboards distribute three-phase power and may also supply line-to-neutral loads when the approved system includes a neutral.

Indoor or Environmental Enclosure
The panelboard interior and its enclosure must be evaluated as a compatible assembly. An outdoor, wet, dusty, or corrosive location requires an enclosure type appropriate to the actual environment and installation method. Do not assume that moving a standard interior into a different cabinet preserves its certification or SCCR.
A Nameplate-First Panelboard Specification Checklist
Before selecting or approving a panelboard, document these inputs:
- Market and governing requirements: identify the installation country, code, assembly standard, and required certification.
- Source system: record nominal voltage, frequency, phase, wire configuration, grounding arrangement, and source type.

- Incoming arrangement: choose an approved main breaker, fused main, or main-lug-only architecture and identify the upstream protective device.

- Branch-device system: specify only breaker, fuse, residual-current, surge, metering, or control devices approved for that panelboard and application.

- Evidence package: obtain the nameplate schedule, wiring or assembly documentation, approved-device list, certification information, and any required test or declaration records.
For projects using international terminology, a distribution box product category can be a useful starting point for enclosure and modular-device discussions, but the final assembly still has to be specified and verified for its intended market and application.
When a Panelboard Is Not the Right Assembly
A different equipment category may be more appropriate when the project requires:
- higher-capacity incoming and feeder distribution better served by a switchboard or switchgear lineup;
- automatic or manual source transfer as the equipment’s primary function;
- industrial machine control as the primary function;
- medium-voltage switching and protection;
- rear access, drawout construction, compartmentalization, or maintenance features not provided by the proposed panelboard;
- an IEC distribution-board assembly with a different operator category or project-specific verification route.
The decision should be based on the required function and verified equipment scope—not on cabinet appearance.
